– but why?
Snapping the dog around was poor judgement at best, and depending on the man’s prior performance, remedial training for both might be called for. But suspension – much less an investigation – is bureaucratic overkill.

It’s not poor judgment. The guy hates dogs, or at least this dog. It’s abuse. You shouldn’t have to be trained to not abuse.
He should be given another job – away from dogs.
