Schwarzenegger used the line item veto (why the hell do we give the executive branch that much power?!!) to cut welfare programs further, including 50 million from Healthy Families. I remember someone posting here that he would never dare gut Healthy Families, but there it is.

He also made additional cuts to State Parks such that now it appears nearly half of California’s State Parks will have to be shuttered/mothballed.
The man is pennywise and pound foolish!

Assembly Speaker Karen Bass is taking the position that many of the unilateral cuts the governor made to health and human services are not legal. We shall see.

The California Primary Care Association sued about the removal of so called “optional” benefits from MediCal (like Adult dentistry). The judge ruled against the CPCA but there is an appeal filed; don’t hold your breath.
Gutted were the EAPC program which comes from tobacco tax monies to fund care to those without means (particularly children and moms), the Rural Health grant program which is the basic backbone grant funding keeping many community clinics alive (locally RRHC receives this, but RRHC is also the recipient of some federal funds).
Redwoods Rural is facing probably a loss of around 200K due to these eliminated programs and services.
Yes, Healthy Families went down for the count; locally not many fell under this program for working families, but those who did will suffer.
Programs for HIV and AIDs prevention, education, and care were slashed.
Most of the cuts hit the most vulnerable people in our state.
The costs down the line are going to be huge, in terms of human suffering, and extra money as well.

Yes, apparently the Democrats anticipated the vetoes and prepared the bill with language which describes the items not as “appropriations” but as reductions in the previously approved appropriations, and therefor the veto may not be legal. And the question is whether Controller John Chiang will simply ignore the vetoes and proceed with the spending. He’ll face a lawsuit no matter which way he goes.
