Bob Doran has a clip from a documentary about Reggae on the River from some time obviously prior to the war. Gasoline was just over $2.00 per gallon (right about where it is now), and some of the people look only just younger than they are now. I figure it has to be late 1990s or early 2000s, but you can head over and decide for yourself. Bob is one of the interviewees.
Here are some more clips, although Bob’s is the longest and with more yakking than music.
According to the youtuber who posted the clips, the documentary was never released.

I think that second video has a clip from 911, so it’s probably after 2001.

That makes sense. I was going see if I could find any gas price data to correlate with time, but I imagine somebody will remember the precise date. Bruce Champie is interviewed in the clip on Bob’s site.
