The idea of Hell was incorporated into Judaism with other Zoroastrian concepts when Jews were exiled in Babylon. It percolated within the faith, see Jeremiah 7:31 for example on how Gehenna became synonymous with Hell. The idea of Hell was seized by the apocalyptic Jewish writers like the author of the Book of Enoch which the author of Revelation himself must have read. Jews were no doubt quite familiar with the concept of Hell by the time of Christ even though the orthodox Jewish position was that Sheol or a shadow existence if any. Once introduced into the world the concept of Hell has been impossible to eradicate. Like Heaven.
